The Baltimore and Potomac Railroad was part of the Pennsylvania Railroad system and is now part of the AMTRAK main line. It is possible that George Wilkins, General Manager of the Northern Central, also a Pennsylvania subsidiary, had a hand in it. The Wilson's had already designed his city house at 100 E. Biddle and a suburban house for him at Riderwood, and a coffee warehouse for the Northern Central at the corner of Thames and Bond Streets.
